WVU Telephone Systems

Overview:

ITS Telecommunications follows industry standards in providing interactive audio and video services. In general, the implementation of the campus phone system is transparent to our customers, but for those interested, we provide this brief explanation.

The vast majority of ITS Telecommunications voice services are provided via the campus data network. This lets WVU maximize its investment in this resource. It provides a solid, reliable infrastructure upon which to build, as well as dedicated connections to all regional campus locations and Internet2.

While there are a number of supporting standards and protocols we use for Unified Communications, our strategy is to implement features using the Session Initiation Protocol (SIP) version 2 where feasible. SIPv2 is an IETF standard described primarily in RFC 3261. It supports media sessions over a network regardless of the type of media (for example, audio, interactive video, instant messaging and screen-sharing.) It is similar to other web standards such as HTTP and SMTP, which makes it easy to analyze and troubleshoot problems. All new devices installed by Telecommunications for voice or video service will use the SIP protocol.

ITS uses the Unified Communications Manager (UCM) product by Cisco Systems as the foundation architecture for the phone system. UCM is s SIP Registrar and Back-to-Back User Agent that can also work with other protocols, including the proprietary Skinny Client Control Protocol (SCCP), the ITU-T’s H.323 suite, and the Media Gateway Control Protocol (MGCP). It can understand and setup video sessions in addition to audio. UCM also integrates with the following:

  • Cisco Unity Connection (Voice messaging)
  • Cisco Unified Contact Center Express (Call center infrastructure)
  • Singlewire Informacast (multicast zone paging)
  • SynApps Call Replay (Call recording and playback)
  • Cisco Jabber (IP Softphone and video client app)
  • Vidyo (Video system at Health Sciences Center)

Long Distance Service:

One of the more frequent asked questions about campus Voice over IP Service: “Is long distance free?”

The domestic long distance service is included as part of the regular telephone service.

Customers placing long distance fax calls, calls to International numbers, or long distance calls from non-Cisco phones will need to use a TID and will be billed accordingly.

Acquiring a VoIP phone:

While the University is wired for high speed internet access, some buildings do not yet have the most recent and upgraded network necessary to support these phones. Buildings which currently have VoIP capabilities include, Health Sciences Center, Business and Economics, Law Center, MountainLair, Brooks Hall, Oglebay Hall and more.
